Scott Rechler is the Chief Executive Officer and Chairman of RXR, one of the largest owners, managers, and developers of real estate and infrastructure in the New York metropolitan region.
With an aggregate gross asset value of approximately $20.5 billion, comprising approximately 25.5 million square feet of commercial properties, a multi-family portfolio of approximately 6,000 units, RXR seeks to build and create stronger communities within its buildings and within the areas where it operates. As Chairman and CEO, Scott believes that RXR’s success is inextricably linked to the health and vitality of the broader community.
As an appointee of New York Governor Andrew Cuomo, from 2011 to 2016, Scott served on the Board of Commissioners as Vice Chairman for the Port Authority of New York and New Jersey. He later served at the request of Governor Cuomo on the Board of the New York Metropolitan Transportation Authority (MTA) from 2017 to 2019.
In addition to his role at RXR, Scott currently serves as chair of the Regional Plan Association, trustee and Vice Chair of the National September 11 Memorial and Museum at the World Trade Center, member of the Real Estate Board of New York (REBNY), a Board member of The Feinstein Institute for Medical Research, and a member of the NYU Real Estate Institute Advisory Committee. Scott also serves on the Board of the Tribeca Film Institute, where he serves as its co-Chair, and he also serves on the Board of the Drum Major Institute, Convene, Kitchen United, the Centre for Social Innovation, and the Hospital for Special Surgery.
Scott is a graduate of Clark University and the New York University Schack Institute.
Michael Maturo is a founding Managing Partner and serves as President of RXR Realty LLC (“RXR”), a multi-billion dollar private real estate company which was formed subsequent to the sale of Reckson Associates Realty Corp (“Reckson”)(NYSE:RA) to SL Green, one of the largest public Real Estate management buyouts in REIT history. In this capacity, he develops, implements and oversees RXR’s corporate strategy and investment fund and asset management businesses as well as all capital markets activities. Mr. Maturo is a member of RXR’s Investment Committee and its Board of Directors. He is also a Principal and member of the Investment Committee of RXR Real Estate Opportunity Fund, RXR Real Estate Value Added Fund, RXR New York Metro Emerging Sub-Market Venture and RXR Real Estate Value Added Fund III.
Prior to the Reckson/SL Green merger, Mr. Maturo served as President and a member of the Board of Directors at Reckson. Mr. Maturo was also Chairman of the Investment Committee and had oversight responsibility over the company’s allocation of capital. Mr. Maturo worked in tandem with the Company’s CEO in developing and implementing Reckson’s corporate and operating strategies. Mr. Maturo was at Reckson from 1995 until January 2007. During his combined tenure between Reckson and RXR, Mr. Maturo completed over $37 billion in capital markets transactions.
In addition, Mr. Maturo serves on a number of outside Boards and Committees including First Vice Chairman of the Board of Directors of the Long Island Association (LIA), as well as a Member of its Executive Committee and Chairman of its Economic Development Committee, Chairman of the Board of Directors of the Catholic Foundation of Long Island, Member of the Cold Spring Harbor Laboratory Advisory Board, and Member of the Real Estate Roundtable. Mr. Maturo was appointed by Governor Cuomo in December 2012 to the Board of Trustees of the Long Island Power Authority (LIPA) where he served as Chairman of the Personnel and Compensation Committee and member of the Finance and Audit Committee and the Operations Transition Committee. Mr. Maturo completed his tenure on the LIPA board in January 2014.
Jason Barnett is one of the founding managing partners of RXR Realty LLC (“RXR” or the “Company”) where he serves as Vice Chairman, General Counsel, and Chief Administrative Officer. RXR is a fully integrated, multi-billion dollar private real estate company which was formed subsequent to the merger of Reckson Associates Realty Corp (“Reckson”) (NYSE: RA) with SL Green, one of the largest public Real Estate management buyouts in REIT history. In this capacity, Mr. Barnett is involved in many aspects of the Company’s business. In addition to being responsible for all legal matters for the Company, Mr. Barnett is also responsible for overseeing the Company’s transactional activities as well as the Company’s corporate initiatives. Mr. Barnett is also a member of the Investment Committee of RXR.
Prior to the Reckson/SL Green merger, Mr. Barnett served as Senior Executive Vice President – Corporate Initiatives, General Counsel and Secretary of Reckson, where he was responsible for all legal matters and corporate initiative related matters and integrally involved in the structuring and execution of over $6 billion of acquisitions, financings and capital market transactions.
During his combined tenure between Reckson and RXR, Mr. Barnett has been integrally involved in over $37 billion of transactions, building RXR into one of the largest office landlords in Manhattan, and one of the largest owners, managers and developers in New York City and the surrounding region. The RXR platform manages 74 commercial real estate properties and investments with an aggregate gross asset value of approximately $20.4 billion, comprising approximately 25.6 million square feet of commercial operating properties and approximately 6,200 multi-family and for sale units in various stages of development in the New York Metropolitan area.
Mr. Barnett is also the Senior Executive Vice President, General Counsel and member of the Board of Directors, of RNY Property Trust (ASX: RNY), a public real estate company listed on the Australian Securities Exchange.Mr. Barnett has extensive experience with both the Public Company and Private Fund structures.
Mr. Barnett is a frequent speaker at industry conferences on such topics as transaction structures, joint ventures, Real Estate capital markets and corporate and compliance related matters.
Prior to joining Reckson, Mr. Barnett practiced in the corporate and securities department of Sidley Austin Brown & Wood, LLP, an international law firm, where he focused on Capital Markets and Real Estate Investment Trusts. He is a member of the American Bar Association, National Association of Real Estate Investment Trusts, the Real Estate Board of New York and is admitted to the Bar of the State of New York.Mr. Barnett is an active participant in his community and serves as a Director, Trustee or Advisor for a number of community-based organizations.
Mr. Barnett also serves on the Board of Trustees of Clark University, in Worcester, MA and as a member of London School of Economics North American Advisory Board. Mr. Barnett earned a Bachelorof Arts degree from Clark University, attended the London School of Economics and earned his Juris Doctor from Emory University School of Law.
Todd Rechler serves as Chief Construction and Development Officer and President of RXR’s Construction and Development companies. RXR is one of the Northeast’s leading real estate owners, developers and managers of Class A commercial and luxury residential real estate.
Frank Adipietro serves as Executive Vice President, Head of Asset Management and Special Situations of RXR Realty. Mr. Adipietro is responsible for leading the overall asset management function at RXR Realty, including long-term strategic financial planning and performance monitoring of all company assets. Mr. Adipietro will also be responsible for management of new non-core investment initiatives as well as the oversight and execution of core and non-core complex, multi-faceted financial real estate transactions. Mr. Adipietro also brings his expertise in acquisition and ground-up development of all asset classes. Additionally, he has worked extensively with the management of highly structured investments including joint ventures and leveraged loans. Mr. Adipietro served as Fund Manager of RXR’s Opportunistic Fund.
Prior to the formation of RXR Realty, Mr. Adipietro was Senior Vice President of Joint Ventures and Alternative Investments of Reckson Associates. Previously he was Senior Vice President with Reckson Strategic Venture Partners, LLC, a $1.5 billion real estate oriented venture capital fund. Prior to joining the Reckson family in 1996, Mr. Adipietro was a Senior Manager at E & Y Kenneth Leventhal Real Estate Group.
Mr. Adipietro holds a Bachelor of Science degree in Finance and Accounting from Fordham University and is a NYS licensed CPA.
As the Executive Vice President – Head of Marketing and Retail Leasing at RXR Realty, Ms. Arcaro is responsible for overseeing the marketing and communications of (RXR Realty’s) 25.6 million square feet of commercial assets in Manhattan and the surrounding region, as well as the concepts, design strategy, marketing and strategic branding initiatives for 6,200 multi-family units in planning across the region. As the Head of Retail Leasing, Ms. Arcaro oversees the strategy and implementation for the 1.1 million sf of retail space across RXR’s portfolio.
Prior to joining RXR, Ms. Arcaro served as Managing Director of Business Development for SHVO, a luxury real estate company, where she was integral to key elements of the business, comprising capital raising, EB5 financing, hotel partner relations, retail activity and sales/marketing efforts. Ms. Arcaro was senior member in the company’s strategic growth initiatives, effectuating a $3.5 billion investment and development pipeline in a 24-month period.
Previously, Ms. Arcaro served as Senior Vice President of Marketing at Vornado Realty Trust, one of the largest publicly traded REITs in the U.S. with over 100 million square feet across multiple markets during her time there, At Vornado, Ms. Arcaro was responsible for creating and implementing marketing strategies including office, retail, residential, and hotel properties, new developments and major asset repositions. Ms. Arcaro oversaw Vornado’s major branding initiatives. Among her accomplishments includes building an interdisciplinary, multi award-winning marketing program for Vornado’s corporate, New York, and street retail platforms, which included innovations in digital marketing and technologies, as well as industry-leading sales centers and product positioning. She oversaw the marketing and communications plan of the company’s nationally recognized sustainability program, and also created a successful public holiday tradition in partnership with the San Francisco 49ers in California.
Prior to Vornado, Ms. Arcaro was a commercial real estate broker working on tenant representation, landlord agency, consulting services and investment opportunities for multinationals and institutional organizations.
Ms. Arcaro has been listed as one of New York’s Real Estate Power Women in 2018 and 2019. She is a member of the Leadership Committee of the American Lung Association. Ms. Arcaro has produced award-winning feature length and short films featured at SXSW and Sundance Film Festivals, including a critically and politically hailed feature on conditions of Veterans, which garnered over 12 awards and coverage in the Washington Post, International Herald Tribune, and the New York Times.
Allie Barot is a seasoned human resources executive with 25+ years of progressive experience in human capital management.
Ms. Barot has solid experience partnering with C-suite and Board level executives and considerable expertise in strategic business partnership; executive talent acquisition and compensation; leadership development and executive coaching; talent and succession management design and delivery; organizational design and cultural effectiveness; performance measurement and management; employee experience/engagement and inclusion. Her experience spans financial services, investments (public/private), real estate, insurance and retail industries. She has global and international perspective gained through roles based in UK, European and US organizations.
Currently serving as Executive Vice President & Chief Human Resources Officer for RXR Realty, Ms. Barot is responsible for creating a business aligned HR agenda and executing human capital management strategies that improve business performance, as well as executing change related to organizational transformation, business growth objectives and organizational effectiveness.
Prior to joining RXR Realty, Ms. Barot served as the Head of Human Resources for Investments/Alternative Asset Management and Corporate Functions at Guardian Life Insurance Company of America. In this role Ms. Barot served as trusted advisor, coach and key human capital strategist to the Chief Investment Officer, Chief Financial Officer and General Counsel and executives across their organizations.
Prior to joining Guardian, Ms. Barot held senior human resources roles in the generalist and specialist arenas at UBS in the Investment Bank and Asset Management lines of business before taking a role in the UBS Leadership Institute, UBS’ in-house university for senior leaders and executives. Prior to that, she held management roles at Tesco, a market leader in the retail industry, gaining experience across all lines of business before moving on to specialize in human resources, culminating in strategic change management at the company’s head office.
Additionally, Ms. Barot serves as a Trustee on the Board of The Duke of Edinburgh’s International Award Royal Foundation, and lends her time to coach not for profit CEOs and Board members in effective business strategies and human capital management.
Ms. Barot holds a master’s degree in Law & Employment Relations from the University of Leicester, Faculty of Law, England, UK.

Phil Bryan serves as Executive Vice President and Director of Technology at RXR Realty. Mr. Bryan is responsible for the management and supervision of RXR’s day-to-day Information Technology operations as well as the formulation and execution of RXR Realty’s short term and long-term technology plans.
Since February 1999 and prior to the formation of RXR Realty, Mr. Bryan was employed by Reckson Associates Realty Corp. as the Director of IT. Prior to joining Reckson, from 1991 through 1999 he was employed by Chase Manhattan Bank Corp. Financial Services Unit, Central Vault Operations., responsible for the accounting and processing of over $100MM in cash deposits daily. He also served as System Site Administrator for disaster recovery testing of banking systems at Chase.
Mr. Bryan voluntarily works with non-profit organizations and schools on technology projects and has designed and constructed campus computing and networking systems. Most recently, he served as Director of Information Technology for Center for Social Innovation New York City. Mr. Bryan has earned several technology engineering certifications while specializing in networking at Briarcliffe College.
Tom Carey serves as Executive Vice President and Corporate Controller of RXR Realty. Mr. Carey is responsible for the management and supervision of the Company’s day-to-day financial operations including its accounting processes, internal and external reporting and treasury functions. Additionally, he is responsible for the Company’s audit engagements and commercial banking relationships.
Since October 1996 and prior to the formation of RXR Realty, Mr. Carey was employed by Reckson Associates Realty Corp. as the Corporate Controller and a Senior Vice President. Prior to joining Reckson, from 1986 through 1996, he was the Controller for Rockrose Development Corp., a dominant New York City real estate owner, developer and manager.
Mr. Carey is a Certified Public Accountant and an active participant in the betterment of the communities in which the Company operates. He served a five-year term as a member of the Northeast Regional Board of Directors of Canine Companions for Independence, a non-profit organization and he remains active in the organization. Mr. Carey is a graduate of Hofstra University and holds a degree in accounting and business administration.
William Elder is the Managing Director of RXR’s New York City division and an Executive Vice President of RXR Realty. Mr. Elder is responsible for the oversight and management of the Company’s New York City office.
Previously, Mr. Elder worked with RXR’s senior management in expanding and managing Reckson Associates Realty Corp.’s six-building, 5.5 million-square-foot NYC portfolio before Reckson was sold to SL Green Realty Corp. in 2007.
Mr. Elder most recently was Senior Managing Director in the strategic agency services group at Cushman & Wakefield. Prior to that, he served as Executive Vice President of leasing at Ruben Co.. Elder has also held senior positions at SL Green and Shorenstein Co..
Mr. Elder holds a BS from Wagner College and is a board member and treasurer of the East Side House Settlement, an educationally focused charity located in the Mott Haven section of the Bronx. He is also a member of the Real Estate Board of New York.
David Frank, Esq.
Mr. Frank serves as Executive Vice President and Assistant General Counsel of RXR Realty LLC. Mr. Frank is responsible for legal matters related to the Company’s real estate transactions, leasing and operations. Mr. Frank joined Reckson Associates Realty Corp (the Company’s predecessor) in 2000 where he served in a similar capacity. Mr. Frank played a significant role in the execution of Reckson’s merger with SL Green and RXR’s acquisition of assets from SL Green.
Prior to joining Reckson, Mr. Frank served as in-house counsel for Vornado Realty Trust and practiced law as an associate in the real estate department of Fried, Frank, Harris, Shriver & Jacobson LLP. Mr. Frank received his B.S. in business administration from Boston University where he graduated summa cum laude and received his J.D. from the University of Chicago. Mr. Frank is a member of the Real Estate Board of New York and is admitted to the Bar of New York and New Jersey.

Michael McMahon, CPA
Michael McMahon is an Executive Vice President, Portfolio Management and Director of Tax for RXR. Mr. McMahon joined Reckson (predecessor to RXR) in June, 1997 as a Vice President, with the responsibility of starting and organizing the tax department function. During his tenure with the Company, Mr. McMahon has been involved in structuring numerous transactions in a tax-efficient manner.
With the formation in 2005 of RNY Property Trust (ASX: RNY), a publicly-traded Australian listed property trust, Mr. McMahon took on the additional role of Director of LPT Reporting, where he was responsible for monitoring and reporting on all aspects of the LPT’s operations. He has since expanded that role to serve as EVP, Portfolio Management for the Company’s suburban portfolios.
Prior to joining the Company, Mr. McMahon spent four and a half years in the tax department of Ernst & Young LLP’s Real Estate group, specializing in both REIT and partnership taxation matters.
Mr. McMahon is a New York State licensed CPA. He graduated from the College of Staten Island/CUNY with a BS in Accounting, and earned his MBA in Taxation from Bernard Baruch College/CUNY.
Joanne Minieri, CPA, serves as Senior Executive Vice President of RXR Realty and Chief Operating Officer of RXR Development Services (RDS) and RXR Construction and Development (RCD). Ms. Minieri brings a wealth of experience from both the private and public sectors in the management and operation of development and construction to RXR’s $3 billion of development projects which include approximately 6,100 multi-family and for sale units.
Ms. Minieri enjoyed a 17-year tenure at Forest City Ratner Companies as Chief Financial Officer in 1994, Executive Vice President and Chief Operating Officer in 1998, and President and Chief Operating Officer in 2007. Ms. Minieri was responsible for implementing the company’s business plan and directing the Executive Management team, which devised the company’s long-term business plan and evaluated development opportunities. Ms. Minieri oversaw all aspects of the company’s operations with an emphasis on the development and management of financial strategies, programs and procedures. Under Ms. Minieri’s leadership, the company diversified its portfolio with the development of 24 retail centers, 10 office buildings, two hotels and two residential projects and she was involved with the company’s acquisition of the New Jersey Nets NBA franchise. She also oversaw the predevelopment of The Atlantic Yards project, an 8-million square foot mixed use development which included a new state-of-the-art sports and entertainment venue, the Barclays Center.
Most recently, Ms. Minieri acted as Deputy County Executive and Commissioner for Suffolk County, Economic Development and Planning, where she implemented the economic development initiatives, Connect Long Island and Long Island Innovation Zone (IZone) as part of Suffolk County’s strategy to create transit-oriented development and expand affordable multifamily housing options as well as to attract and retain businesses and jobs.
Previously, Ms. Minieri worked for Kenneth Leventhal & Company, where she monitored the development of a number of New York City real estate projects. Ms. Minieri is the Chairman of the Suffolk County Industrial Development Agency Board and the Suffolk County Economic Development Corporation. She is also on the Board of Trinity Place Holdings, Inc., Hofstra University, NEW (NonTraditional Employment of Women) and NYU Schack Institute of Real Estate and co-chairs its annual National Women in Real Estate Symposium.
Ms. Minieri is a member of New York State American Institute of Certified Public Accountants and New York State Society of CPAs and has received several awards for her accomplishments and leadership. Ms. Minieri holds a Bachelor of Business Administration degree from Hofstra University.
Michael O’Leary serves as Executive Vice President & Chief Financial Officer of RXR Realty. Mr. O’Leary was named the Chief Financial Office in January 2020 and in this capacity, he oversees all financial, strategic planning, capital markets and investor relations activities. Mr. O’Leary joined RXR as a Capital Markets & Strategic Planning Associate in 2007. During his tenure, Mr. O’Leary’s responsibilities have grown to include participation in RXR’s long-term strategic planning initiatives and leading a team that supports all aspects of fund-raising and management for each of RXR’s comingled discretionary real estate funds. Mr. O’Leary has been a leader in the establishment of RXR’s Fund Accounting and Fund Portfolio Management disciplines and has held a variety of leadership roles with the organization, including Executive Vice President of Capital Markets and Director of Property Accounting.
Before joining RXR, Mr. O’Leary was a Manager in Ernst & Young LLP’s Real Estate Group, responsible for planning, coordinating and executing integrated audit engagements for top real estate, construction, and hospitality companies. Mr. O’Leary is a Certified Public Accountant in New York State as well as a Chartered Global Management Accountant and is a member of the American Institute of Certified Public Accountants. Mr. O’Leary received his Bachelor of Science degree in Accounting from the State University of New York at Albany and his MBA from Columbia Business School.
Frank Patafio serves as a Senior Executive Vice President, Portfolio Manager and Head of Investment Management Group for RXR Realty. In this capacity, he is responsible for managing new investment initiatives for RXR as well as leading the overall asset management function at RXR, including long-term strategic financial planning and performance monitoring of company assets. Since joining RXR in 2010, Mr. Patafio has worked closely with senior management in acquiring approximately $20.5 billion of assets encompassing 25.5 million square feet and 6,100 residential units.
Previously, Mr. Patafio was a partner and CFO and one of the original members of the Praedium Group, a real estate investor in distressed debt and value-added opportunities throughout the U.S. and was involved with over $6.9 billion of investments made from 1993 through 2009. Mr. Patafio worked closely with the Senior Partners in developing the Praedium Group’s policies and processing for acquisitions, asset management, dispositions, financing and financial reporting. Prior to that he was a director in the Mortgage Products Group at Credit Suisse First Boston and a Senior Manager at E&Y Kenneth Leventhal, a public accounting and consulting firm, where he worked on numerous debt financings and restructurings. Mr. Patafio has worked in all areas of real estate, including acquisitions, loan originations, workouts and valuations.
In addition, Mr. Patafio is involved in various charities and not for profit institutions. He currently sits on the board of Northfield Foundation and the Northwell-SIUH Board of Overseers. Mr. Patafio also serves as an Independent Director of Northfield Bank, a publicly traded company on the NASDAQ.
Mr. Patafio received his Bachelor of Science degree in Accounting from St. John’s University and his MBA (with Distinction) in Finance from Pace University’s Lubin School of Business and is a CPA.
Frank Pusinelli, RA
Mr. Pusinelli serves as Chief Operating Officer for the Commercial & Logistics business segment at RXR where he oversees marketing, leasing and property management. He is responsible for all business planning, budgeting and operational activities. Mr. Pusinelli oversees the physical due diligence and revenue and expense underwriting for potential acquisitions as well as the immediate and long-term capital improvement plans, asset repositioning strategies and design ideas. He oversees all tenant improvement and capital construction projects for the Company’s Commercial & Logistics assets. Mr. Pusinelli sets policies, procedures and goals within the Segment in keeping with the direction provided for the Company by the Executive Management Team.
Mr. Pusinelli joined RXR in 1999. During his tenure RXR, he has overseen the execution of well over $1 billion in construction projects, ranging from ground-up development and value creation to customized tenant interiors. Previously, he worked as a project manager and estimator in the construction sector as well as in the architectural and engineering field specializing in municipal architecture and environmental engineering.
Mr. Pusinelli holds a Bachelor of Science degree in Architectural Technology from the New York Institute of Technology and an MBA in Finance from Fordham University. He is a licensed Architect in the State of New York and a member of the American Institute of Architects. Mr. Pusinelli was born and raised on Long Island and currently resides in Nassau County with his wife Margaret and their three children.
In his role as a consultant to RXR, Richard Conniff partners with RXR as a special advisor to RXR’s logistics business and other strategic initiatives.
Previously, Mr. Conniff served as Chief Operating Officer of RXR Realty and Portfolio Manager for the Tri-State Prime Property Venture LLC. In his capacity as Chief Operating Officer, Mr. Conniff oversaw the Property Management and Leasing departments. Mr. Conniff joined Reckson in 1994 as a Senior Financial Analyst and was promoted to Corporate Senior Vice President of Investments and Chairman of the Investment Committee. Mr. Conniff was responsible for the analysis of all investment opportunities including acquisitions, dispositions, joint ventures and structured finance investments as well as the related due diligence, negotiation and closing of said transactions.
From 1992-1994, Mr. Conniff was employed by Cushman & Wakefield as a Financial Manager and Portfolio Manager with responsibility for the supervision and financial management of a three million square foot portfolio on Long Island. From 1989-1992, Mr. Conniff was employed by VMS Realty Partners as Vice President of Asset Management.
Mr. Conniff serves as a board member of several charitable educational foundations and was recently elected Vice Chairman of the Old Westbury College Foundation Inc. Mr. Conniff holds a Bachelor of Science degree in Finance from the City University of New York.
In his role as a consultant to RXR, Seth Pinsky partners with RXR as a special advisor to its New York Emerging Sub-Metro Strategy and public affairs initiatives.
Previously, Mr. Pinsky was an Executive Vice President and Investment Manager of the RXR New York Metro Emerging Sub-Market Strategy. In this role, Mr. Pinsky led RXR’s efforts to invest in “emerging opportunities” in New York City and the surrounding New York Metro Area, focusing on asset classes and geographic regions that have historically been characterized by underinvestment, but that have significant growth potential due to planned or in-place infrastructure and other relevant characteristics.
Prior to joining RXR, Mr. Pinsky served as Director of Mayor Bloomberg’s Special Initiative for Rebuilding and Resiliency, which developed a $20 billion plan to help neighborhoods stricken by Hurricane Sandy to rebuild smarter and stronger and to protect critical citywide systems and infrastructure from the likely impacts of climate change in coming decades.
Mr. Pinsky also served as President of the New York City Economic Development Corporation (NYCEDC), a position to which he was appointed by Mayor Michael Bloomberg in 2008, after joining the agency in 2003 as a Vice President.
